Psychologists (Disciplinary Levy) Notice September 2026
- This notice is made under sections 130 to 133 of the Health Practitioners Competence Assurance Act 2003 by the New Zealand Psychologists Board.
Notice
1. Title
This is the Psychologists (Disciplinary Levy) Notice September 2026.
2. Commencement
This notice comes into force 28 days after the date of its publication in the New Zealand Gazette.
3. Interpretation
In this notice, unless the context otherwise requires—
Act means the Health Practitioners Competence Assurance Act 2003.
Practising year means the period of 12 months beginning on 1 April 2026 and ending on 31 March 2027.
4. Disciplinary Levy
The New Zealand Psychologists Board sets a disciplinary levy payable to the Board in accordance with this notice and section 131 of the Act.
5. Amount of Levy
The amount of the disciplinary levy is $247.83, exclusive of goods and services tax.
6. Tax
Goods and services tax is payable in addition to the disciplinary levy.
7. Persons Required to Pay Levy
The disciplinary levy is payable by every psychologist who applies for, or holds, an annual practising certificate for the relevant practising year, other than a psychologist registered in the Intern Psychologist scope of practice who is exempt from payment of the levy.
8. Time When Levy Payable
The disciplinary levy is due and payable to the Board—
in the case of a psychologist who holds an annual practising certificate on the date this notice comes into force, 10 working days after that date; and
in the case of a psychologist who applies for the issue of an annual practising certificate on or after that date, at the time of that application.
9. Application of LevyThe disciplinary levy must be applied solely for the purposes of funding the Board’s disciplinary and related statutory functions, including but not limited to competence, conduct, fitness to practise, and tribunal-related costs.
10. No Refund
The disciplinary levy is non-refundable, including where an application for an annual practising certificate is declined or withdrawn.
11. Status of This Notice
This notice is a stand-alone notice. The disciplinary levy set by this notice is in addition to, and not in substitution for, the disciplinary levy set by the Psychologists (Disciplinary Levy) Notice 2026 for the practising year, which remains in force.
12. Revocation
This notice revokes all previous Psychologists (Disciplinary Levy) Notices, other than the Psychologists (Disciplinary Levy) Notice 2026, which remains in force.

Explanatory Note
This note is not part of the notice but is intended to indicate its general effect.
This notice sets an additional disciplinary levy of $247.83, plus goods and services tax, for the practising year beginning on 1 April 2026 and ending on 31 March 2027. The levy is $285.00 including goods and services tax. It is a stand-alone notice and does not affect the disciplinary levy already set for that practising year by the Psychologists (Disciplinary Levy) Notice 2026.
The additional levy is required to meet the costs of the Board’s disciplinary and related statutory functions under the Health Practitioners Competence Assurance Act 2003, which have exceeded the amount provided for by the levy set at the start of the practising year. Those costs include professional conduct committee investigations, proceedings before the Health Practitioners Disciplinary Tribunal, and associated legal costs. The Board resolved to set the additional levy at its meeting on 18 September 2026, having consulted the profession, and in accordance with section 131 of the Act.
The profession will be notified of the additional levy on 25 September 2026. Psychologists who hold an annual practising certificate when this notice comes into force must pay the additional levy within 10 working days after the date on which this notice comes into force. Psychologists who apply for the issue or renewal of an annual practising certificate on or after that date must pay the additional levy at the time of that application. Psychologists registered in the Intern Psychologist scope of practice are excluded from payment of the levy.
